No one else answered it for you so I will yes those appear to be fuses more than likely they're probably not meant to go in right away but more to go in in case one of them blows
I bought it from costco and I didnt like, the way this chair is made it didnt massage the lower back (you have to press your lower back to the chair to feel some thing because your back is far from moving parts) and when it tapping it feels more vibrating and the kneading massage option is not the same as they show on 3d video ( not in this video but on youtube by manufacture) it doesnt have a roller it has 2 balls (1 small and 1big) on 2 sides and turn around by going up and down it the same system as if someone had or have those 70$ massaging pad that you put on chair and the chair isnt heated.

One thing I am concerned about is in certain reviews they say that this chair is a little snug and its really only for thin people. Is that true? I guess I am concerned after spending all this money that I wouldn't fit in it.
